When there is an issue which has been presented to its target audience or people where people can see only the upper layer of case or issue but not real meaning which has been protected by them who are involved raising that issue.
It is an unannounced objective or strategy whose real connotation of raising issue is hidden and not revealed in front of people or victim. When issue is not transparent and the real meaning of is unrevealed then it is called Hidden Agenda
These kinds of agenda can be understood by getting more information about the subject and how every turn in case is related to the same link and circle of information and confusion has been formed and by overloads of information and complication people start to think upon it and linked up all turn to that main link and then come to know about the Hidden Agenda of the raising issues.
Hidden agenda can easily observed in political issues when politician try to wrap any issue or manipulate or involved in such manner that the objective of issue remain silent and after long time these political issue come in light.

"If the Centre agrees the state government is ready to get a resolution adopted by the state Vidhan Sabha seeking division of Uttar Pradesh into three parts- Poorvanchal, districts of western region and the Bundelkhand region," she said.
But what is the real meaning behind this and suddenly Mayawati stood to take such decision which has been raised by congress in 2007 but that she was remained silent and has not raised issue of dividing State in smaller parts. If we see the benefits of BSP by dividing UP then if UP divides in three parts then Mayawati will get a good chance to woo the traditional SP voter of eastern UP in the name of a separate Purvanchal and if Samajwadi Party shrinks in eastern UP, it would be benefit of the BSP and congress is gradually restoring its base in this area and we see the major success of Congress in Lok Sabha election in UP then major success came from these areas only. So there will be Polarisation of votes between BSP and RLD in western UP by supporting the demands for Harit Pradesh.
These are some points which are the main reasons why Mayawati wants to divide UP in smaller parts but if we see BJP motive when Uttranchal and Chhatisgarh were divided, BJP shows their positions in different states and by using this phenomenon if Mayawati divides Up in smaller parts then BSP government will come in these area and then Mayawati can be only one’s place chief minister and there are very less prominent leaders in BSP except Mayawati, and Mayawati is so terrified about her position so she will never give a chance to a BSP leader to come in power and if in other places like Purvancha UP fails to cover his position then the graph of BSP will be fall down so if we all these motives of Mayawati then there is less benefits will be gained by BSP by dividing UP in smaller parts and Party has to pay more so the Hidden Agenda is this that Mayawati never wants to divide UP but to tell people that UP government is ready to divide UP for its developments but central government is not ready so by doing this congress’s reputation which congress is regaining through the Rahul Gandhi will fall. That will be a plus point for BSP to remain in power in Uttar Pradesh.
